Kenosha County, WI hosts workshop on developing a Complete Streets policy

Officials and residents of Kenosha County, in partnership with Downtown Kenosha, met with representatives from Smart Growth America on May 6 and 7, 2014 as part of a free, grant-funded technical assistance program. The workshop provided the City with tools and strategies to develop a Complete Streets policy in line with the City’s Downtown Strategic Development Plan, which forms the basis of efforts to revitalize Kenosha’s downtown. A Complete Streets policy will help the City plan and design its streets to be safe, comfortable and convenient for people of all ages and abilities, whether they are walking, bicycling, driving, or hopping on public transportation.

“Development of a Complete Streets policy will strengthen our commitment to being a healthy and safe community with a strong quality of life, and to welcome people by all modes of travel,” said Kenosha County Executive Jim Kreuser. “Improving connectivity to Downtown Kenosha is an essential step toward implementation of the Downtown Strategic Development Plan. We are excited to partner with Smart Growth America and look forward to opportunities to make our downtown accessible to everyone.”

On the workshop’s first day, residents gathered for an introductory presentation that provided an overview of the benefits of Complete Streets and the policies that support them. The next day was an all-day workshop where key stakeholders met with instructors from the National Complete Streets Coalition to discuss the various types of Complete Streets policies, what the right approach could be for Kenosha, and how Kenosha can move forward with developing its own Complete Streets policy.

Amanda Martinez is making strides to make Deerfield Beach, FL safer and more sustainable

Deerfield Beach was the first community in the state of Florida to adopt Complete Streets guidelines in 2013, and that’s just the start of the city’s efforts to grow sustainably, encourage active transportation and make streets safer for residents. Amanda Martinez, Interim Director of the City’s Planning and Development Services Department, is finding the right partnerships and opportunities to make these changes happen with limited funds.

Deerfield Beach is a suburban community located in Broward County, FL with a population of 78,000. The beachfront city is a popular destination for both permanent and seasonal residents including the region’s senior population.

Deerfield Beach’s village feel distinguishes it from many neighboring communities, yet like much of Broward County it is essentially built out. With just three percent vacant land, the city is now looking at how to accommodate future growth through infill development and redevelopment while preserving the village quality that residents love.

On May 20, we released the latest edition of Dangerous by Design, a national report on the epidemic of pedestrian fatalities and what we can do to prevent these deaths. Dangerous by Design 2014 crunches the numbers on ten years of pedestrian fatality data, looking at where these fatalities happen and who’s most at risk, and makes specific recommendations at the national and state levels.

America’s cities are still booming, says new census data

From San Jose to Sioux Falls, America’s cities are growing faster than the rest of the country — and within those cities, downtown is outpacing the suburbs.

New census data released Thursday shows that America’s cities continue to grow, with the strongest growth happening in Sun Belt cities like San Jose, Austin, and Nashville. Population in cities over 50,000 residents increased by 1.02%, on average, from 2012 through 2013. Growth in the suburbs improved as well but, despite a post-recession bump, continued to lag behind that in urban areas, with a rate of 0.96% over the same period.

Dangerous by Design 2014 highlights preventable pedestrian fatalities

Every day, in communities across the country, people are killed while walking to school, to work or to the store. From 2003 to 2012, more than 47,000 people were killed while walking – sixteen times the number of people who died in natural disasters, but without the corresponding level of urgency. But these deaths can be prevented and it is past time for our state and federal leaders to act.

Dangerous by Design 2014, a new report released today by the National Complete Streets Coalition, a program of Smart Growth America, takes a look at where these fatalities happen and who’s most at risk, presenting data from every county, metro area, and state. The report also ranks the major metropolitan areas according to the Pedestrian Danger Index (PDI), which assesses the safety of walking by normalizing fatality rates by how often people walk to work, and by the share of traffic fatalities suffered by people on foot.

As in past years, Sunbelt communities that grew in the post-war period top the list of most dangerous regions according to the PDI: Orlando, Tampa-St. Petersburg, Jacksonville, Miami, Memphis, Birmingham, Houston, Atlanta and Charlotte. These areas developed rapidly, with many low-density neighborhoods overly dependent on extra wide, fast arterial roads to connect homes, schools, jobs and shops. Such roads rarely feature the facilities needed for safe travel by foot.

The report also calls out the unacceptably high number of pedestrian deaths seen in nearly every major metro region. The fact is that even our most walk-friendly communities can—and must—do more.

Hernando, MS Mayor Chip Johnson on turning our home towns into healthy towns

Hernando, Mississippi has grown considerably in the past decade. With its good schools, historic town square, and small town charm it’s not hard to understand why. But dig a little deeper and you’ll find what may be a whole other set of reasons that more and more people are choosing to call Hernando home. At the center of it all is Mayor Chip Johnson and his mission to change the dialogue on health in the state with the highest obesity rate in the country.

Research on the cumulative impacts of overweight children led Johnson, elected to the Mayor’s office in 2005, and others in city government to work to create an environment in Hernando where activity is implicit in the daily routine of residents.

The city passed design standards requiring sidewalks in all new development and redevelopment projects. This means new neighborhoods, especially those constructed during the last housing boom are connected to other parts of town.

A complete streets policy, championed by Johnson, requires new road construction to consider pedestrians and bicyclists. Today, many of the roads in Hernando include designated bike lines in addition to sidewalks and other pedestrian safety improvements.

Additionally,  a land use ordinance passed by the city requires developers set to aside 10% of their land as open space, which when coupled with the first parks department in Hernando’s history, created by Johnson in 2006, provides more recreation opportunities for residents.

Biking means business in Long Beach, CA

Long Beach, a city of more than 460,000 people in Southern California, has a goal to become “the most bicycle-friendly city in America.” The city is so committed to this idea that the slogan is even inscribed on the city hall building itself. Bike Long Beach, a program of the city’s Public Works Department, estimates that the number of people who bike or walk to work in Long Beach has tripled since 2012. A local commitment to safe and convenient bike facilities preceded this increase; under the leadership of its former mobility coordinator, Charles Grandy, the city pledged more then $20 million for bike-related projects.

Bike Long Beach also notes a 50 percent increase in cycling citywide, and local businesses are reaping the benefits. “The increase in ridership is in our business areas — it’s Retro Row, it’s Second Street, it’s the corner at Broadway and Pine,” said Alan Crawford, Bicycle Coordinator for the City of Long Beach, in an interview with the Long Beach Gazette. “That’s what we want, because if they come by bike, they are not parking cars and we now free up that parking space for people who live further away.”

These trends also reflect an ongoing effort to build stronger connections between the city’s cycling and business communities. In 2010, Long Beach pioneered the concept of Bike Friendly Business Districts, districts where merchants actively incorporate cycling into events, promotions, services and day-to-day business operations. According to April Economides, President of Green Octopus Consulting, “If we can bike there instead of drive there, we’re healthier, we’re happier, we’re opening up car parking spaces for folks who need it and we’re helping our local businesses. It just gets to the heart of everything that’s most important about creating a healthy community.”
