Leaders discuss strategies for supporting local smart growth

Smart Growth America’s Local Leaders Council Advisory Board met in Washington, DC to discuss strategy and local progress.

On November 10, the Advisory Board of Smart Growth America’s Local Leaders Council gathered for its third Annual Meeting in Washington, DC. The central topic of discussion was how to support local leaders who are striving to build great communities through smart growth strategies.

“Interest in the Local Leaders Council has been impressive, and the incoming stories about local smart growth work are inspiring,” said Mark Mallory, former mayor of Cincinnati. “Opportunities for mayors, council members, commissioners, and other leaders to connect and support one another make a difference. As a leader, you know you are not alone and that you have smart colleagues in other communities who are willing to help you.”

Smarter parking codes to promote smart growth

Unless you’re walking to your destination in a busy downtown neighborhood, chances are good that you need parking at the end of the trip. Nowadays, several cities are changing their thinking on parking regulations in response to the growing demand for car-light living.

Typically, parking rules are used to establish the minimum number of off-street private car parking spaces that must be provided in new residential and commercial developments. This helps manage traffic and congestion as new projects and more people come to the area, and it helps keep parking demand from overtaking supply over time. However, the following cities are modernizing their approach and tackling the parking issue in new ways.

Most American communities are actively seeking the benefits of local revitalization. But, how is revitalization measured and how can communities achieve the most lasting outcomes? This was the central question in the opening plenary session at Smart Growth America’s Local Leaders Policy Forum held in Washington, D.C. on June 16th, 2014.

Job creation, attracting new businesses and supporting local entrepreneurs are undoubtedly critical goals of revitalization. However, communities are also concerned about making progress in other critical areas like health, social equity and sustainability. Leaders and experts offered diverse perspectives on the diverse roles of revitalization and innovative approaches that can maximize results that strengthen communities.

Last year, El Paso, TX’s comprehensive plan Plan El Paso was named the Best Smart Growth Plan by the Atlantic Cities and honored by the U.S. Environmental Protection Agency for achievement in smart growth. Smart Growth America’s Local Leaders Council sat down with Carlos Gallinar, El Paso’s Deputy Director for City Development and Planning, to learn what El Paso is doing to become one of the premier cities of the Southwest.

Michigan communities overwhelmingly support public transit ballot measures

As municipalities across the country feel the crunch of tightening budgets, voters are choosing to prioritize public transportation at the ballot box. Transit agencies large and small are feeling enormous fiscal pressures and many are being forced to cut service, lay off workers, and, in some cases, stop operating altogether. According to the American Public Transportation Association, 84% of U.S. transit agencies are being forced to make these choices. However, in the great state of Michigan, voters are choosing to save local transit through property tax levies. Eleven communities held ballot elections on transit funding in 2011, and ten of these were approved.

A ballot measure (sometimes referred to as initiative, proposition, or referendum) is a form of direct democracy where voters decide to approve or reject a policy proposal that is presented on Election Day. The proposal could enact a new law, create or direct a funding source, change the local or state constitution, or even recall an elected leader. Each year, states bring dozens of ballot measures about transportation funding to a vote, particularly about public transit. Often these measures propose creating or renewing a source of funding by enacting a fee or tax, and they can include project lists and designate specific receiving jurisdictions or transit agencies. Transportation ballot measures tend to pass at twice the rate of funding measures for things like arts, education, and open space. According to the Center for Transportation Excellence, transit funding ballots have had a 70% approval rate over the last ten years. They win in both red and blue districts, indicating voters’ willingness to prioritize transportation choices in their communities.
