The National Complete Streets Coalition Steering Committee has formalized its structure with a requirement that all steering committee member organizations make a defined contribution to the advancement of Complete Streets and to coalition activities.
Richard Weaver (American Public Transportation Association), Chair
Rich Weaver is Senior Program Manager, Planning and Programs in the Policy Department of the American Public Transportation Association (APTA) in Washington, D.C. He serves as staff advisor to the APTA State Affairs Committee and the APTA Policy and Planning Committee, and its subcommittees. As staff advisor to the State Affairs Committee, he serves as the liaison to state transit association members and State DOTs. As staff advisor to the APTA Policy and Planning Committee, he is responsible for keeping track of rules, regulations and guidance affecting transportation planning and programming as well as issues related to new starts and small starts project development. Rich has been with APTA for over 20 years.
Caron Whitaker (America Bikes), Vice Chair
Caron Whitaker is Campaign Director for America Bikes, where she coordinates the efforts of America Bikes as the federal transportation re-authorization bill progresses. Caron has extensive grassroots organizing and policy development experience. Most recently, she served as Director of Community Engagement for the National Wildlife Federation. She also has a background in land use and community planning. She holds a master’s degree in environmental management from Duke University and a bachelor’s degree from Williams College.
