Introducing "(Re)Building Downtown: A Guidebook for Revitalization"

Downtowns, Main Streets, and city centers across the country are witnessing a renaissance. As more Americans chose the convenience and connectivity of walkable neighborhoods, communities are seeing new businesses, restaurants, and shops open in areas that were formerly vacant or economically distressed.

This movement is an exciting opportunity for communities. But for many places, the work needed to create a vibrant downtown can seem daunting. A new guidebook is designed to help.

(Re)Building Downtown: A Guidebook for Revitalization, released today, is a new guide for local elected officials who want to re-invigorate and strengthen neighborhood centers of economy, culture, and history through a smart growth approach to development. The guide lays out in straightforward language seven main steps to take, and it’s designed to be used by any community, no matter where you are in the revitalization process.

Since the workshop: Complete Streets improvements kick off Kaua’i County, HI’s downtown renaissance

County leaders in Kaua’i, HI are working to revitalize the Līhu’e Town Core as a vibrant, walkable heart of the island, with Rice Street as its main street. In 2008, the county crafted its Holo Holo 2020 plan to guide that work, and in 2014 they asked Smart Growth America to inform that work with a parking audit workshop. What has Kaua’i been up to in the time since?

Over the last year, Kaua’i has gotten started on its revitalization work with Complete Streets improvements to Hardy Street. New sidewalks, turn lanes, bike lanes, on-street parking, and street plantings will eventually run the entire length of Hardy Street, which is parallel to Rice and curves around to intersect with it in the heart of Līhuʻe’s town core.

With vision for a more walkable downtown, Alcoa, TN digs in to its zoning codes

The aluminum industry brought jobs and new residents to Alcoa, TN over the last 100 years. Now the city is working to evolve and remain vibrant for 100 years to come. An update to the city’s development and zoning codes is one way they’re making that happen.

To get that project off the ground, the City of Alcoa and the Knoxville Regional Transportation Planning Organization (TPO) welcomed Smart Growth America and Clarion Associates for a technical assistance workshop on September 1 and 2, 2015. Roger Millar, Smart Growth America’s Vice President of Technical Assistance, and Chris Duerksen, Clarion’s Senior Counsel, met Alcoa leaders and community members to talk about smart growth zoning codes for small cities. The workshop was designed to show how zoning code changes can help create vibrant town centers within small cities, as well as how more compact, walkable development can boost the local economy and reduce public expenses.

In the increasingly technologically connected, fast-paced, global economy-driven world of today, it can be hard for even the small towns of America to retain their ‘small town’ feel. And yet, that’s exactly what Midfield, AL is striving to maintain and preserve.

Located just outside of Birmingham, AL, Midfield, with a population just over 5,000, is known as “the Convenient City”. It’s a place where residents make it a point to “eat, shop, and do all of their business right in the city,” says Councilmember Velma Johnson, a member of Smart Growth America’s Local Leaders Council.

Those who live in Midfield say they have a sense of belonging—of knowing and being known by so many others in the community. “As humans we want to connect to one another,” says Johnson. “In Midfield, we’re fortunate to live in the type of community where police officers know children by name.”

Placemaking done right: three successful approaches

It is often hard to quantify what makes a place memorable, successful or special, but to paraphrase an old adage, “You know it when you see it.” Some urban planners have described placemaking as the deliberate re-shaping of the built environment to facilitate social interaction and improve quality of life. While there is no universal blueprint for creating great places, there are successful examples worth noting, especially given the numerous benefits that come with great placemeking.

Placemaking improves the physical, psychological, health and public safety aspects of a community. Creating attractive places where people want to be increases foot traffic and helps support the local economy, which is critically important. Interesting places with more community interaction also reduce crime and instill a sense of identity to a neighborhood. So, how does good placemaking happen? The following examples from Philadelphia (PA), Soldotna (AK) and Orlando (FL) showcase three approaches on different scales, achieved by different means.

In today’s American economy, where so much is imported from other countries, American cities are rediscovering their manufacturing roots. Industry shakeups and the economic downturn demonstrate the vulnerability of cities that rely on single-industry manufacturing sectors like steel and automobiles. But while large-scale industries suffer from lack of resilience, small-scale manufacturing is creeping back into our cities and strengthening our local economies.

Today, though the manufacturing sector makes up just 12% of US GDP, the sector has grown at roughly twice the pace of the country’s overall economic growth since the end of the recession. Manufacturing provides high-wage, low-barrier to entry jobs with the average manufacturing salary roughly $10,000 more than the average U.S. job. Between 2010 and 2012, manufacturing jobs grew by over 400,000—many of them in small businesses. The opportunity for local job growth is great.

Economic Opportunity & Small-Scale Manufacturing

GMDC picThere is a new opportunity in our changing cities to connect more residents with economic opportunity. We can do so by integrating small-scale industrial uses into our city development. Let’s call this mixed-use industrial real estate.

We are seeing a resurgence of small, local producers who are harnessing cheap technology and changing markets to sell hundreds and thousands of locally produced consumer products. Documented early on by Chris Anderson, and seen across the country today, these companies are often businesses with fewer than 20 employees and sell both in local markets and globally online.

These small-scale manufacturing business owners generally need dedicated production space of less than 5,000 square feet (often as little as 1,000 sq. ft), use clean technologies (think laser cutters), but need affordable, dedicated industrial/production space. They do not fit into office space because of noise, and most retail space is too expensive. So they often find marginal, cheap space at the fringes of our cities and survive on short-term leases or move far out into the suburbs.

The time is ripe for policy change and private sector investment to create this kind of development. The demand for small-scale consumer goods and locally made custom goods are growing and access to tools and technology gets cheaper. We need to provide affordable space for our local producers to grow their businesses in our city neighborhoods. By doing this, we will be able to connect more people to good-paying jobs, strengthen our small business and startup sector, and keep them all in the city.

A Citizen's Guide to LEED for Neighborhood Development

You may know LEED as a program that evaluates and certifies green buildings across the country. Now, a new guide from the Natural Resources Defense Council takes the green certification concept beyond individual buildings and applies it to the neighborhood context.

A Citizen’s Guide to LEED for Neighborhood Development is a hands-on introduction for local environmental groups, smart growth organizations, neighborhood residents and just about anyone interested in making our communities better and greener. The guide is user-friendly and accessible, to help anyone learn about environmental standards for green land development and become an advocate for implementing these standards in their own communities.

Following two short introductory sections (“How to Use This Guide” and “What is a Sustainable Neighborhood?”), the Guide identifies key concepts for neighborhood sustainability, referencing the LEED-ND credits and prerequisites that inform each. The Guide includes creative suggestions to help users get started using LEED-ND’s diverse standards in their own communities, as well as a “Sustainable Neighborhood Development Checklist.” The checklist is a sort of crib sheet for every LEED-ND credit and prerequisite, presenting them in an easy-to-use format for evaluating development proposals, assessing existing neighborhoods, and informing community planning and policy.

The Citizen’s Guide empowers you, the citizen, to provide innovative ways to improve your own community and promote greater widespread adoption of sustainable practices in more inclusive, healthy, and environmentally sound places for everyone.

Smart Growth America's Leadership Institute hosts infill policy workshop in Billings, Montana

Last week, Smart Growth America’s Leadership Institute convened a two-day-long “Introduction to Infill” workshop in Billings, Montana. Infill is a development strategy that uses land within an already built-up area for further construction, focusing on reusing and repositioning obsolete or underutilized buildings and sites.

Together with the City of Billings, the Billings Association of Realtors, the Billings Home Builders Association, Healthy By Design, the Montana Association of Planners, Cole Law Firm, the Western Central Chapter of the American Planning Association and the Billings Chamber of Commerce, the workshop offered expert perspectives on infill development to the community in preparation for the City’s goal of developing an Infill Policy. This type of development is essential to renewing blighted neighborhoods and knitting them back together with more prosperous communities.

More than 80 participants from Montana and North Dakota attended the two-day workshop on April 26 and 27 in Billings. The workshop provided an overview of the state-of-the-practice, as well as the application of infill policies to specific issues – economic development, transportation, private sector involvement, and examples of infill development in Billings and around the country. Local perspectives were also provided through several sessions comprised of local developers, consultants, City staff and other organizations.

The workshop was designed to start the process of developing an infill policy for the City of Billings. A portion of the workshop was devoted to discussing the basic elements of an infill policy and beginning to define infill for Billings. A working group will be formed from the workshop attendees and others in the community in the coming months to develop a draft infill policy to present to the City Council for consideration in late 2011 or early 2012.
