Kathy Carter
Kathy Carter is the Senior Program Manager on the Housing and Development Team. Her role includes managing the Center for Zoning Solutions’ portfolio of work, which includes technical assistance, land-use policy, and peer-support initiatives that advance SGA’s mission of creating prosperous, resilient, and healthy communities.
Kathy has deep expertise in affordable housing and community development, including housing finance, housing policy, and mixed-income development. She is committed to serving communities, especially underrepresented and historically under-invested communities, through her contributions to the community development field.
Prior to joining SGA, Kathy served in roles with federal, state, and local governments, including the U.S. Department of Housing & Urban Development’s Choice Neighborhoods Initiative—HUD’s signature place-based community development program—which leverages public and private investments to support the revitalization of distressed public housing and surrounding neighborhoods.
Kathy graduated from Case Western Reserve University’s Mandel School of Social Sciences with a master’s degree in Community Development.
