

This pedestrian safety crisis has unfolded in part because our nation’s streets are dangerous by design, built primarily to move cars quickly at the expense of keeping everyone safe. Unfortunately, we will not end the crisis until those in power—including members of Congress—finally make safety for all who use our roads a top priority.
This short addendum uses geolocation data to link all 2020–24 pedestrian fatalities to congressional district boundaries for the 120th Congress, which will be seated in January 2027. These boundaries include districts in the states that redrew their congressional maps before this year’s looming midterm elections.
We use 2024 five-year population estimates to calculate a pedestrian fatality rate and overall ranking for each district. Because district populations vary—from just under 550,000 people up to a little over one million—we rank districts by their fatality rate per 100,000 people rather than the total number of deaths.
We hope advocates will use these findings to hold their representatives accountable for prioritizing safety, and that members of Congress will use them to better understand what is happening in their own backyards.
